Nigerian President to visit Malawi
One of Africa’s most powerful Presidents Goodluck Ebere Jonathan of Nigeria is expected to pay a state visit to Malawi next week.
The Nigerian leader is scheduled to jet in the country next Monday, September 10, according to sources at the State House.
Though the length of his visit is still unclear, while in Malawi President Jonathan is expected to hold bilateral talks with his Malawi counterpart President Joyce Banda aimed at fostering the socioeconomic and diplomatic ties between the two countries.
His state visit to Malawi follows President Banda’s in Nigeria in April and July this year respectively, the trips that also took her to South Africa and Liberia.
Let Us All Serve and Save Eastern DR Congo
THE 14-nation Southern African Development Community (SADC) has expressed its readiness to send troops to DRC to ensure peace and stability in the country, especially in the crisis-ridden eastern part of the country.
This is a commendable move indeed. It is not a secret that DRC, one of, if not the most natural resource-endowed country in Africa, has experienced turmoil for most of its independent life, especially from the last half of the 1990s, leaving a trail of destruction and misery in its wake.
The facts and figures on such destruction and misery in the vast mineral reach country since the trouble began in its eastern province way back in 1998 are very chilling to say the least. It has been reported that more than 6 million people have died since then in the fighting between government and rebel forces, the vast majority having died from non-violent causes including disease, malnutrition and hunger.
Some 45,000 people continue to die each month from such war-related causes, a human tragedy indeed. Although many have returned home as violence subsided on some occasions, there are still some 1.5 million internally displaced persons or refugees clustered in neighbouring countries, including Tanzania, posing a number of problems, including environmental plunder and security risks for the host nations.
Hopefully, the International Conference on the Great Lakes Region (ICGLR) will respond positively to the SADC offer as resolved at the end of the regional body's Troika Summit in Dar es Salaam on Tuesday. Addressing a news conference at the end of the summit, President Jakaya Kikwete said the regional grouping would gladly participate in the effort to bring peace to eastern DRC by providing military and logistic support in DRC if ICGLR decides so.
Mr Kikwete is the current Chair of the SADC's Organ on Democracy, Defence and Security. The conflict in the DRC is threatening peace, security and stability not only to Tanzania but also to other countries in the region. A regional solution to the conflict is therefore most welcome.
The international community has also got a key role to play by supporting the ICGLR effort to end the conflict in DRC as well as stepping up humanitarian assistance to the displaced people in the war zone. Let such combined efforts go into motion more now than before to check further tragedy in that part of the region.

Jumla ya watumishi 500 wa sekta ya afya watanufaika na mafunzo ya mbinu mpya za utoaji damu ya wagonjwa kwa njia salam. Mpango huo mpya ni sehemu ya mradi unaosimamiwa na Wizara ya Afya,
kwa kushirikiana na washirika na wafanyakazi wa sekta ya afya nchini Tanzania.
Kazi hiyo inatekelezwa kwa ushirikiano na Mpango Dharura wa Rais wa Marekani kwa Ajili ya Kupunguza Makali ya UKIMWI (PEPFAR) kupitia taasisi ya udhibiti na kuzuia maradhi (Centers for Disease Control and Prevention - CDC) chini ya Wizara ya Afya ya Marekani na kampuni ya BD (Becton, Dickinson and Company).
Vile vile JHPIEGO, mshirika wa kiufundi wa Wizara ya Afya na Ustawi wa Jamii ya Tanzania, watashirikiana katika jitihada za kusimamia na kusambaza huduma hizi zilizoongezwa ubora.
Mpango wa Tanzania Initiative for Blood-Drawing Applications (TIBA) , una malengo ya kuboresha huduma za afya na maabira katika vituo vya afya, hasa katika mikoa yenye maambukizi zaidi ya VVU/UKIMWI. Shughuli ya kutoa damu katika mwili wa mgonjwa kupitia mishipa ya damu kwa kutumia sindano ni mojawapo ya njia zinazotumika kwa wingi katika hospitali na zahanati, ingawa njia hii inakabiliwa na hatari nyingi za kiafya.
Utafiti uliofanyika mwaka 2008 katika taasisi za afya 14 ulibaini kulikuwa na asilimia 52.9 ya matukio ya kujichoma kwa sindano na kujimwagia damu ya wagonjwa asilimia 21.7 miongoni mwa wafanyakazi wa sekta ya afya. Jumla ya wafanyakazi wa huduma ya afya 500 watanufaika na mafunzo hayo kote nchini.

Bumbuli Development Corporation announces new board of directors
I am proud to announce that this Board of Directors is made of a group of extraordinary individuals, drawn from different sectors and nationalities to provide BDC with the cutting edge leadership and foresight it needs to fulfill its mission.
The new Directors are:
1. Dr. Paul Armington??
Dr. Armington is the President of World Institute for Leadership and Management in Africa (WILMA). He began his career as an economist working in International Monetary Fund (IMF) Research Department, where he produced influential articles on international trade and helped to found the IMF’s now-famous “World Economic Outlook” methodology and publication. Later, he worked at the Organisation for Economic Co-operation and Development (OECD) where he was instrumental in bringing about the international agreement known as the Smithsonian Realignment of Exchange Rates (1971). From 1975-86, Dr. Armington worked as an economist in the private sector, collaborating with the London School of Business, Ford Foundation, Forex Research Ltd., Wharton Econometric Forecasting Associates, and the World Bank.??Dr. Armington is an accomplished academic and taught at the University of Pennsylvania. He is famous for the “Armington Elasticities”, now referred to and taught in graduate courses in international trade and economics.
In 1986, Dr. Armington joined the World Bank as Senior Economist. He also served as Division Chief and advisor in the International Economics Department of the World Bank, and then for three years as Principal Economist in the Africa Region’s Capacity Building Unit. In 1999, he took early retirement to devote his energies to the creation of the World Institute for Leadership and Management in Africa (WILMA), which he now serves as president?.Dr. Armington received his Bachelor’s degree at Swarthmore College, USA and his Ph.D in economics from the University of California, Berkeley.
2. Ambassador Juma V. Mwapachu
Ambassador Juma V. Mwapachu is former Secretary General of the East Africa Community (EAC) and a well-known and respected Tanzanian businessman, diplomat and thought-leader. Ambassador Mwapachu has held a number of senior positions in both the public and private sector of Tanzania. He served as Tanzania’s Ambassador to France from 2002 to 2006. He was the founding Secretary General of the Tanzania Chamber of Commerce, Industry and Agriculture in 1988, served as Chairman of the Confederation of Tanzania Industries between 1996 and 2000 and Chairman of the East African Business Council from 1999 to 2000. Throughout his working career, he has been a leading advocate of the creation of a strong and dynamic private sector in Tanzania.
Ambassador Mwapachu served as a Managing Consultant at Coopers & Lybrand Associates which is now PriceWaterhouseCoopers (PWC) in the early 1980s. He has also served on a number of Presidential Commissions that consolidated Tanzania’s market economy and which ushered in a multi-party political system. He was a member of the Team of Experts that crafted Tanzania’s Development Vision 2025. He played a leading role in the regional integration of East Africa as Secretary General of the East African Community for five years between 2006 and 2011.
He began his career in the public sector in Tanzania as a State Attorney and later served in the National bank of Commerce, rural development and the Foreign Office. He has been Chairman of Board of Directors of Tanzania Railways and the Tanzania Investment Bank. He has been a Non Executive Director of Exim Bank (Tanzania) Limited since December 5, 2008. Ambassador Mwapachu serves as a Director of The Heritage Insurance Company (T) Limited, Non Executive Director of African Barrick Gold Plc. He currently chairs the Governing Council of the University of Dodoma, a public University. Since January, 2012, he serves as President of the Society for International Development (SID). Ambassador Mwapachu holds a Bachelor of Laws Degree from the University of East Africa, Dar es Salaam, a Post graduate Degree in International Law from the Indian Academy of International Law, New Delhi, Doctorate degrees (Honoris Causa) in literature from the University of Dar es Salaam and political sciences from the National University of Rwanda. Kenya has decorated him with the third highest award, the Order of Moran of the Golden Heart (MGH).
3. Ms. Jill Bishop
Ms. Bishop is the Executive Director of Tanzania Education Trust Foundation and President of Tanzania based BSI Ltd., a consultancy that provides strategic advisory services to government, philanthropic and private sector entities, with an emphasis on strategic planning and visioning; partnership formation; program management; and creative problem solving in developing economies. She has over 20 years of expertise in global business development and macroeconomic policy and has worked extensively with governments and private sector firms throughout Africa on a myriad of development initiatives. With a niche expertise in developing and implementing innovative strategies in challenging environments, BSI combines practical global business development experience with inventive future-oriented solutions to enable continued growth and development of its clients. BSI is based in Dar es Salaam, Tanzania.
Ms. Bishop has assisted numerous philanthropic organizations and foreign direct investors with their engagement with Africa, as well as African governments with facilitating international market access. Most recently she served as the Program Manager for the Tanzania Beyond Tomorrow Project of behalf of the Government of Tanzania, overseeing project development and managing multiple multinational business relationships in an effort to create global partnerships for ICT use in education delivery. She previously served as the President of GlobalXccess where she became a patented inventor of financial services products for underserved markets. She has also held several management consulting positions with Deloitte & Touche Consulting where she led a variety of methodology-based consulting projects in Business Process Reengineering, Strategy, and System Integration. Ms. Bishop holds an Executive MBA from the London School of Economics and Political Science; the HEC School of Management, Paris; and the New York University Stern School of Business (TRIUM). She has an undergraduate degree in Economics and Finance from Rutgers University.
4. Mr. Betram Eyakuze
Mr. Eyakuze is a Partner and Co-founder of Serengeti Advisers Limited, a Tanzanian-based consultancy. Previously he was a private equity investment professional with CDC Capital Partners, a British company with significant investments across Africa and other developing countries. Prior to returning to Tanzania with CDC, he was a management consultant with Mitchell Madison Group in New York, where he was a member of a number of engagement teams that assisted in strategy formulation and improving the operational efficiency of large multinational companies. Clients included the largest U.S telecommunications provider, a global insurance group, and a leading technology-products manufacturer. His responsibilities with CDC Capital Partners in Tanzania included the detailed review and improvement of dozens of business plans across all economic sectors with a view to identifying, structuring, negotiating, and completing equity investment opportunities, typically in already-existing enterprises. Mr. Eyakuze has extensive expertise in business development, strategy formulation, and corporate finance.
He is currently involved in the development of a large-scale agro-industrial project as well as a mineral processing venture in Tanzania, and serves on the boards of a number of national businesses, including a microfinance company and a leading pharmaceutical distribution company. Mr. Eyakuze received his B.A.S in Civil Engineering and Economics from Stanford University and his M.B.A from Yale University School of Management.
5. Mr. Edward V.K. Jaycox
Mr. Jaycox is a retired Managing Director of Emerging Markets Partnership (EMP) and the CEO of the US$ 400 million AIG African Infrastructure Fund which he, and others, founded in 1999. Prior to joining EMP, Mr. Jaycox served as Vice President of the World Bank in charge of the Bank’s operations in Sub-Saharan Africa from 1984 to 1996. During this period, he managed the design and negotiation of structural adjustment programs in over thirty African countries and approved over US$30 billion in loans and credits to support economic policy reform and projects in all of the major sectors.
Mr. Jaycox is deeply familiar with Africa’s economic environment and history and intricacies of market reforms in the continent. Earlier, Mr. Jaycox directed the World Bank’s programs in East Asia and led the team that brought China into the World Bank. He also managed the first structural adjustment programs supported by the World Bank in Thailand and South Korea. For over 15 years of his more than 30 years with the World Bank, he appraised projects and managed technical teams, divisions and departments working in the infrastructure sectors including roads, ports, airports, pipelines, railways, waterways, and urban infrastructure, such as water, electricity, expressways, rapid transit and housing.
Mr. Jaycox has an A.B. degree from Yale College and an M.A. degree from Columbia University School of International Affairs and Certificate in African Studies from its African Institute.
6. Mr. January Y. Makamba
Mr. Makamba is the founder-director of Bumbuli Development Corporation and current Member of Parliament for Bumbuli constituency and the Deputy Minister for Communication Science and technology in the government of Tanzania. Before his appointment as a Deputy Minister, he served as a Chairman of a Parliamentary Standing Committee on Energy and Minerals and Deputy Chairman of the Board of Director of the Tea Board of Tanzania. Before being elected as a Bumbuli Constituency representative in the Tanzanian parliament, Mr. Makamba was working at the country’s highest office as a senior Aide to Tanzanian President Jakaya Kikwete for 5 years from 2005-2010. Mr. Makamba started government service as a civil servant where he worked as Foreign Service Officer at the Ministry of Foreign Affairs and International Cooperation.
Mr. Makamba attended St. Johns University in Minnesota, USA, where he obtained a degree in Peace and Conflict Studies after which he joined the Jimmy Carter Presidential Center, in Atlanta, Georgia, as Research Assistant where he also spent some time in Sierra Leone. He was later enrolled for a Master of Science degree in Conflict Analysis and Resolution at George Mason University in Virginia after the completion of his assignment at the Carter Center. Mr. Makamba has also worked in humanitarian assistance operations as Assistant Camp Manager in the Burundian refugee camps in Kigoma, Tanzania, overseeing the welfare of 120,000 Burundi refugees.
7. Dr. Najim Msenga
Dr. Najim is a native and resident of Bumbuli and one of the most successful entrepreneurs in Bumbuli township. Born and raised in Bumbuli, he has invested in trading, transport and housing in Bumbuli and gemstones business across Tanzania. He is the Executive Director of Najim and Company Ltd, and Kimmse Investment Ltd. ??In 1993 he was awarded the honorarium title of Doctorate after discovering the Green Sapphires in Tanga, Tanzania.
8. Bishop Dr. Stephen Munga
Bishop Munga is a Lushoto-based Bishop of the Evangelical Lutheran Church in Tanzania for the Northern-Eastern Diocese. Bishop Dr. Munga is on a number of committees of the Evangelical Lutheran Council in Tanzania (ELCT) since 2001 when he was elected the Bishop of ELCT North Eastern Diocese. Bishop Dr. Munga .was the first Chairperson of Sebastian Kolowa University College and now is the Chancellor of Sebastian Kolowa Memorial University; is the Chairperson of The Lutheran Mission Corporation; Policy, Finance and Planning Committee of the Christian Council of Tanzania.
Bishop Dr. Munga is a recognised leader in community development in Lushoto. He has been an ardent advocate for environmental protection and sustainable livelihood in the Usambara Mountains. He is also a national leader and activist for the sound management and governance of Tanzania’s natural resources, serving in the national committee of the Extractive Industries Transparency Initiative. He also chaired the Interfaith Standing Committee on Economic Justice and the Integrity of Creation.
Bishop Munga obtained his Doctorate of Theology from the University of Lund, Sweden.
9. Ms. Grace C. Rubambey
Ms. Grace Rubambey is a rural and microfinance expert and former director of the Bank of Tanzania. She holds a BBA (Economics) and a MA (Economics) degrees from Kent State University, Kent, Ohio, USA. Ms. Rubambey has more than 35 years experience in financial issues, policy formulation, program coordination, institution building, and training. She worked at the Bank of Tanzania for more than 28 years, 24 of which were in various management positions, including Manager Economic Research and Statistics, Director of Rural Finance, Director of Financial Markets and Director of Microfinance. While seconded from the Bank of Tanzania, she also served as the first non-FAO Secretary General of the Nairobi-based Africa Rural and Agricultural Credit Association (AFRACA) for five years from 1984 to 1989. In recognition of her work at AFRACA and her personal commitment in the development of rural and microfinance in Africa, in 2006, the Government of Burkina Faso awarded her Knighthood of the National Order (Chevalier de L’ordre National).
Ms. Rubambey, a staunch advocate of rural/microfinance and inclusive financial services in general, has been credited for spearheading the development of rural and microfinance in Tanzania, in particular the Bank of Tanzania’s critical intervention in the sector at a time when the subject was little known in the country and the region as a whole. She established the Directorate of Micro-finance at the Bank of Tanzania and headed it for more than seven, until her retirement. She led the national team that drafted the Tanzania’s National Microfinance Policy, a policy that was internationally acknowledged as one of the best in the industry. She also led the national Task Force that drafted the regulatory, legal and supervisory framework for micro-finance in Tanzania.
Ms. Rubambey has served on a number of boards and policy development committees, including the Financial Sector Deepening Trust (FSDT) Tanzania National Economic Empowerment Council and the Advisory Board to the President’s Empowerment Fund.
10. Prof. Andrew Temu
Prof. Andrew Temu is an Associate Professor at the Department of Agricultural Economics and Agri-business, Sokoine University of Agriculture in Morogoro, Tanzania. Prof. Temu has in the past undertaken Visiting and Research Fellowships at the University of Illinois, Urbana Champaign-USA and the International Food Policy Research Institute, Washington DC, USA. He has also managed the SADC Food Security Training Programme in the 14 member countries.
Prof. Temu has extensive knowledge of agri-business projects appraisal and agricultural finance, privatisation, divestiture of agricultural parastatals and private sector development, and in designing, analysing and evaluating agricultural policies and strategies. He has participated actively in the development of the Agriculture Sector Development Strategy and the Agriculture Sector Development Programme for Tanzania.
Prof. Temu has researched, published and offered consultancy services in a wide range of areas related to agricultural production, marketing, trade and rural development. He is also the Chairman of the Board of Trustees of the Private Agricultural Sector Support (PASS) Trust. He is a board member in a number of organizations, including the African Guarantee Fund Ltd; Tanzania Investment Center; the Southern Agriculture Growth Corridor of Tanzania (SAGCOT); the Economic and Research Foundation. He has in the past also served as a Board member of The CRDB Bank and its subsidiary pursuing Microfinance Services. He is a Founder Chairman of Diligent Consulting Ltd, a private Tanzanian consulting firm.
Prof. Temu has a BSc in Agriculture from the Sokoine University of Agriculture in Morogoro, Tanzania, an MSc. in Agricultural Economics from Reading University in UK, and a PhD in Agricultural Economics from the London University in UK.
I am grateful to all these individuals for agreeing to serve in the Board, and therefore take part in the advancement of the welfare of the people of Bumbuli and Tanzania in general. The cumulation of members’ vast experiences, many accomplishments and diverse backgrounds makes this a formidable team. This is a clear statement on our part at BDC that we intend to create a world-class organisation aiming for excellence and governed by the highest ethical standards. Today, with the appointment of this board, we have taken one more step towards the realisation of the dream and the promise of transformation of Bumbuli.

JUKWAA LA KATIBA LALAANI MAUAJI YA MWANDISHI DAUDI MWANGOSI
‘‘Mauaji Ya Waandishi Na Wananchi YatavurugaMchakato Wa KupataKatiba Mpya Tanzania!’’
Vitendo vya mauaji ya raia vinazidi kushamiri siku hadi siku. Wapo wananchiwanaouawa na watu wanaoitwa wenye hasira kali kwa tuhumaza uhalifu. Wapo raiawanaouliwa na majambazi na wahalifu wenginekwa sababu ya ulinzi duni katika maeneowanayoishi. Aidha, wapo pia wananchi wanaopoteza maisha yao kila siku kwa tuhuma za kwamba ni wachawi.Ukiacha hao, idadi kubwa ya watanzania wanaishi na ulemavu wa ngozi wamepotezamaisha kwa kukatwa viungo au kuuliwa kabisa kwa imani za kishirikina.
Hali sasa imefikia kuwa mbaya hadi kuna watanzania wanajisikia salama zaidi wakiwa mwituni kuliko majumbani. Yote haya yanasikitisha sanakwa ujumla wake! Haki ya kuishi inayowekwa na kulindwa na ibara ya 14 ya Katiba ya Jamhuri ya Muungano wa Tanzania imeanzakuingia dosari katika Tanzania.Ukiacha mauaji yanayofanywa na watu wasiojulikana au miongoni mwa raia, yamekuwepo pia mauaji yanayozidi kuongezeka ya raia yanayofanywa na wawekezaji au matajiri nchini. Zipo kesi kadhaa za mauaji ya namna hii.
Hayo nayo yamekuwa yakitokea kwa sababu ya ulinzi mdogo ambao wananchi wanao kutoka kwa vyombo vya ulinzi na usalama nchini. Jeshi la Polisi, ambalo ndio lenye dhamana ya kulinda watu na mali zaohaliwezi kukwepa lawama katika aina zote hizo za mauaji. Itakumbukwa pia kuwa ajali za magari, mabasi na meli zinagharimu sanamaisha ya watanzania katika siku za karibuni. Kwa kiasi fulani, hata kukithiri kwa ajali hizi nako kunahusishwa na mwenendo mbovu wa usimamizi wa vyombo vya usafiri unaofanywa na idara mbalimbali za serikali ikiwemo kikosi cha usalama barabarani. Roho zawatanzania zinazidi kupotea kutokana na udhaifu mkubwa unaosababishwa na rushwa na mambo mengine ya ukosefu wa maadili katika vyombo vya usimamizi wa haki. Mauaji ya raia yanayofanywa moja kwa moja naaskari wa Jeshi la Polisi nayo yanazidi kuongezeka sanakiasi cha kutishia amani na utulivu wa nchi yetu. Aidha, mauaji yanayohusishwa na siasa nayo yanazidi kuongezeka na kuzidisha chuki ya kisiasa ambayo ni mbaya sana kwa ustawi wa nchi yetu. Kwa mfano katika miezi ya Karibuni, kumekuwepo matumizi ya nguvu kuzidi kiasi kwa raia wanaokuwa wakipanga na kufanyamaandamano au mikusanyiko yenye lengo la kujadili au kupinga jambo fulani. Matokeo yake, kumetokea majeruhi na mauaji ambayo
yamesababishwa na vurugu ambazo zinatokana na Jeshi la Polisi kudhibiti vitendo halali vya wananchi. Kwasababu hiyo, JUKWAA LA KATIBA TANZANIA tunatoa witoufuatao kwa Jeshi la Polisi na idara nyingine za serikali zenye dhamana ya kulinda usalama wa raia, malina mipaka ya Nchi yetu:
1.1. Jeshila Polisi liache kutumia nguvu kuzidi kiasi katika matukio yote ya kulinda mikutano na matukio ya hadhara. Tujuavyo sisi, Jeshi la Polisi linalotumia risasi za moto, mabomu ya kivita, maji ya kuwasha na gesi ya kutoa machozi dhidi ya raia ambao hawajabeba hata fimbo za kuchungia mifugo. Ni Jeshi lisilojiamini na linaloonesha woga wa ajabu. Kwa hadhira kama za Nyololo, Morogoro, Mbeya, Dar es Salaam na nyinginezo miezi yaKaribuni, Jeshi la Polisi lingeweza kuwatuliza wananchi kwa kutumia filimbi tu. Matumizi ya nguvu na kumwagia maji ya kuwasha hata wazee wastaafu wanaodai haki zao inaweza kuwa ndio laana inayopelekea Polisi kusikia furaha kuua kila mara. Ipo kanuni ya kimataifa inayowataka Polisi kutumia nguvu kidogo sana inayolingana tu na nguvu ya umma wanaokabiliana nao katika kutuliza ghasia.
2.Wakati huu wa mchakato wa kutengeneza Katiba mpya ya Tanzania na hata baada ya hapo, Jeshi la Polisi lijiepushe kuingilia shughuli za Kisiasa kwa kuziunga mkono au kuzivuruga. Mikusanyiko mingi ambayo imepelekea mauaji wakati polisi ikijaribu kuivunja ni matukio yaliyolenga kupata majibu ya kisiasa na siyo ya kipolisi. Wajibu wa Jeshi la Polisi
katika wakati kama huo ni kulinda na kuwezesha wananchi husika kueleza madaiyao kwa uhuru na bila kuvurugwa na kundi jingine lolote la watu wasiopendezwa na madai ya kundi husika. Tabia inayozidi kushamiri ya Jeshi la Polisi kutaka kujibu au kuzima hoja za Kisiasa au kiuchumi kwa mtutu wa bunduki, mabomu, maji ya kuwasha na virungu ni tabia ya Jeshi kutaka kuingilia kazi isiyo yake na ndio maana inawashinda. Aidha, kama Polisi wangekuwa niwataalam wa Siasa, wangegundua kuwa wanachokifanya ni kuahirisha matatizo na si kuyatatua!
3. Jeshi la Polisi na vyombo venye dhamana ya ulinzi vijitambue upya kuwa vina wajibu wa kulinda raia, mipaka na mali zao si vinginevyo. Mauaji yanayoendelea nchini ni uporaji wa haki ya kuishi na haki nyingine nyingi chini ya Katiba ya Jamhuri ya Muungano wa Tanzaniana ile ya Zanzibar.Aidha, Jeshi la Polisi na serikali kwa ujumla wana wajibu wa kuhakikisha na kudumisha ustawi wa wananchi kwa mujibu wa ibara ya 8 (1) (b) nahawana mamlaka ya kuua raia. Ikumbukwe kuwa mamlaka yote kikatiba katika Tanzaniayako kwa wananchi na serikali pamoja na Jeshi lake la Polisi watapata madaraka na mamlaka hayo kutoka kwa Wananchi. Nani amewapa Polisi mamlaka ya kuua watanzania? Nani amewapa Jeshi la magereza mamlaka ya kuwapiga na kumwaga damu za Waandishi? Nani amewapa askari wanyamapori mamlaka ya kupiga risasi hovyo nakuua ng’ombe mbele ya wenye maliyao?
4.Athari za matukio ya mauaji na fujo zinazosababishwa na Jeshi la Polisi kutawanya waandamanaji au mikusanyiko mingine ni kubwa sana katika kuathiri vibaya hamasa ya wananchi kwenye Mchakato wa Katiba. Mpaka sasa, tayari watu wengi wameingia wasiwasi na wameamua kutoshiriki mikutano ya kutoa maoni ya Katiba inayoendeshwa na Tume ya Mabadiliko ya Katiba nchini. Endapo Jeshi la Polisi halitaacha kuua na kutishiaraia kwa kila wanachokifanya, mchakato wa Katiba utavurugika kabla Katiba mpya haijapatikana. Kwa mwenendo wa sasa, Jeshi la Polisi litakuja kupiga mabomu na kuua hata wananchi watakapokuwa katika Mabaraza ya Katiba wakijadili na kupinga baadhi ya vipengele vitakavyoingizwa katika rasimu ya Katiba. Pia, itafika wakati wananchi watataka kuandamana kwa amani kuunga mkono au kupinga mambo Fulani katikaKatiba. Kwa hali ilivyo, Jeshi la Polisi litaona hiyo ni fursa ya kutumia mabomu na risasi kuzuia wasiseme wanayotaka kusema. Hii ni hatari kubwa sana!
5. Mikusanyiko, maandamano na shughuli za mikutano ya Siasa ni matendo halali na haki ya kila mtanzania kwa mujibu wa Katiba ya Jamhuri ya Muungano, 1977 ibara ya 8, 20 na 21. Suala la kutoa taarifa kwaJeshi la Polisi kwa mujibu wa sheria ya Jeshi la Polisi ni suala la kuwajulisha tu kwa lengo la kuwaweka tayari endapo kutahitajika msaada wa Jeshi la Polisi wakati wa shughuli kamahiyo. Tabia iliyoota mizizi ya Polisi kujiona kama wamepewa taarifaili watoe au kukataa kibali ni uelewa finyu wa Katiba na sheria za Nchi. Ipo haja ya kuongeza uelewa wa wasimamizi wetu wa sheria ili wawe na uelewa mpana wa sheria na ibaraza Katiba wanazozisimamia badala ya kujiona kama wana wajibu wa Msajili wa vyama vya Siasa wa kuratibu shughuli za vyama. Mikutano, mikusanyiko, mihadhara, maandamano na mijadala ni haki ya Kikatiba ya Kila mtanzania binafsi na kwa makundi. Kwa kuwa haki ya kuishi iliyoporwa kwa MwandishiDaudi Mwangosi ndio haki kubwa kuliko zote, JUKWAA LA KATIBA TANZANIA tunataka jambo hili lisiishiekuunda Tume za uchunguzi pasipo kufanyia kazi mapendekezo yake. Aidha, kwa kuwa uchunguzi unaofanywa hauhusiani na kilichomuua ndugu Mwangosi wala kundi gani limemuua, tunapendekeza busara itumike kwa viongozi wa Jeshi la Polisi, kuanzia Kamanda wa Polisi Mkoawa Iringa kuachia ngazi ili kupisha uchunguzi huru wa Tume itakayoundwa na Mheshimiwa Rais ikihusisha na kuongozwa na mhimili wa Mahakama. Taarifa ya uchunguzi ipelekwe Bungeni na Mheshimiwa Rais kwa ajili ya kujadiliwa na ushauri wa kibunge. Kamati iliyoundwa na Waziri wa Mambo ya Ndani ya Nchi tunaitamka rasmi kuwa batili kwa kutumia kanuni ya sheria za kiasili inayosema kuwa mtu au kundi hawezi kuwahakimu wa kesi inayomhusu mwenyewe. Bila kufanya hivyo, tunapata wasiwasi kama Tume ya namna hiyoinaweza kufanya kazi yake kwa uhuru. Kuachia ngazi kwa Kamanda wa Polisi mkoani Iringa kutakuwa ishara kuwa Jeshi la Polisi linahitaji kuwa makini zaidi katika kufanya kazi yake ya kulinda amani, mali na maisha ya watanzania. Kwa sasa, zipo hisia kuwa Jeshi la Polisi lipo juu ya sheria na Katiba, jamboambalo tunapenda kulikanusha vikali!
Mwisho, tunapenda kutoa rai kwa serikalikutangaza rasmi kuwa itachukua jukumu la kutunza, kusomesha, kulisha na kuhudumia familia aliyoiacha Daudi Mwangosi kuanzia sasa kwa muda wa miaka 20 watakapoweza kujitegemea wenyewe. Itakuwa ni fedheha kuiona familia aliyoianzisha Marehemu Mwangosi ikisambaratika kwa sababu kichwa cha nyumba hiyo kimesambaratishwa na bomu la Polisi ambalo kodi yake Mwangosiilichangia kulinunua. Kufikia hapa, tunapenda kutangaza rasmi kuwa msiba huu nimsiba wa KIKATIBA na tunaomba ufahamike hivyo kwa umma wote wa watanzania na kote duniani.

Ndugu wanahabari,BAVICHA jimbo la Segerea limewaita hapa leo 06/09/2012,ili kutoa masikitiko,kulaani na kutoa tamko juu ya vitendo vinavyoendelea kushamiri vya mauaji dhidi ya raia wasio kuwa na hatia.vifo hivi vyenye mashaka vinavyoendelea kutokea mbele ya uwepo wa jeshi la polisi vimeendelea kwa muda mrefu sasa bila ya kupatiwa ufumbuzi wa kudumu,na vinazidi kuondoa imani ya jeshi hili lenye dhamana ya kulinda usalama wa raia na mali zao.
Matukio ya mauaji ya hivi karibuni yaliyotokea mbele ya jeshi la polisi,mkoani Morogoro (Morogoro mjini) Nyamongo mkoani Mara na tukio la kuuwawa kwa mwandishi wa habari kijiji cha Nyololo mkoani Iringa ni baadhi tu ya matukio mengi yenye mashaka na yanayoleta sintofahamu juu ya utendaji kazi wa jeshi la polisi na kusababisha kutokuaminika tena kwa watanzania.
BAVICHA jimbo la Segerea tunasikitishwa sana na mauaji ya KINYAMA ya mwandishi wa habari,marehemu DAVID MWANGOSI yaliyotokea 02/09/2012,akitekeleza majukumu yake ya kutafuta habari kwenye tukio la uzinduzi wa tawi la CHADEMA kijiji cha Nyololo,huku akiwa amezungukwa na polisi wengi na wasiweze kumuokoa na kifo hicho.Je kazi yao ilikuwa nini kama siyo kulinda usalama wa raia na kama ni kulinda ilikuwaje DAVID alikufa amemkumbatia moja ya wanausalama hawa?huku wengine wakimshambulia?
Tunashangazwa sana na jeshi la polisi kuzuia mikutano ya ndani iliyokuwa ikifanywa na CHADEMA kwa kisingizio cha kupisha zoezi la sensa ya watu na makazi,wakati likiacha mikutano ya ndani ya CCM wakiendelea na chaguzi za viongozi wa UWT na UVCCM na mikutano ya hadhara wakati zoezi la sensa likiendelea,kwa mfano Uzinduzi wa kampeni za uchaguzi mdogo wa mbunge jimbo la BUBUBU UNGUJA( Uzinduzi huo ulifanywa na Dr Mohamed Ghalib Bilal,UVCCM wilaya ya Temeke na Kinondoni,UWT wilaya ya Temeke-Uchaguzi uliofanyikia PTA hall sabasaba,Mkutano wa hadhara wa kuwashukuru wananchi uliofanyika jimbo la Mchinga(Mh.Said Mtanda alihutubia),Asha Suleiman Idd(mjumbe wa kamati ya siasa wilaya ya Kaskazini B) aliekuwa akifungua mkutano wa UVCCM katika wilaya ya Kindunina mbunge wa Bumbuli mh.January Makamba aliefungua mkutano wa jumuia ya wazazi CCM wilaya ya Lushoto.Wakati matukio haya yote yakifanywa na CCM ni kipindi cha muda wa nyongeza wa sensa ulikuwa ukiendelea.

Mauaji haya ya KINYAMA katikati ya polisi wengi yanatudhihirishia kwamba wizara hii ya mambo ya ndani inayoongozwa na Emmanuel Nchimbi pamoja na mkuu wa polisi IGP MWEMA wameshindwa kabisa kukomesha tabia ya vifo vya raia vyenye utata na hasa pale vinapotokea mikononi mwa polisi,na kwamba wao ni wadau halali wa kifo cha marehemu DAUD MWANGOSI.

Full text of First Lady Michelle Obama’s remarks to the Democratic National Convention on Sept. 4 in Charlotte, as prepared for delivery.
Thank you so much, Elaine…we are so grateful for your family’s service and sacrifice…and we will always have your back.
Over the past few years as First Lady, I have had the extraordinary privilege of traveling all across this country.
And everywhere I’ve gone, in the people I’ve met, and the stories I’ve heard, I have seen the very best of the American spirit.
I have seen it in the incredible kindness and warmth that people have shown me and my family, especially our girls.
I’ve seen it in teachers in a near-bankrupt school district who vowed to keep teaching without pay.
I’ve seen it in people who become heroes at a moment’s notice, diving into harm’s way to save others…flying across the country to put out a fire…driving for hours to bail out a flooded town.
And I’ve seen it in our men and women in uniform and our proud military families…in wounded warriors who tell me they’re not just going to walk again, they’re going to run, and they’re going to run marathons…in the young man blinded by a bomb in Afghanistan who said, simply, “…I’d give my eyes 100 times again to have the chance to do what I have done and what I can still do.”
Every day, the people I meet inspire me…every day, they make me proud…every day they remind me how blessed we are to live in the greatest nation on earth.
Serving as your First Lady is an honor and a privilege…but back when we first came together four years ago, I still had some concerns about this journey we’d begun.
While I believed deeply in my husband’s vision for this country…and I was certain he would make an extraordinary President…like any mother, I was worried about what it would mean for our girls if he got that chance.
How would we keep them grounded under the glare of the national spotlight? How would they feel being uprooted from their school, their friends, and the only home they’d ever known?
Our life before moving to Washington was filled with simple joys…Saturdays at soccer games, Sundays at grandma’s house…and a date night for Barack and me was either dinner or a movie, because as an exhausted mom, I couldn’t stay awake for both.
And the truth is, I loved the life we had built for our girls…I deeply loved the man I had built that life with…and I didn’t want that to change if he became President.
I loved Barack just the way he was.
You see, even though back then Barack was a Senator and a presidential candidate…to me, he was still the guy who’d picked me up for our dates in a car that was so rusted out, I could actually see the pavement going by through a hole in the passenger side door…he was the guy whose proudest possession was a coffee table he’d found in a dumpster, and whose only pair of decent shoes was half a size too small.
But when Barack started telling me about his family – that’s when I knew I had found a kindred spirit, someone whose values and upbringing were so much like mine.
You see, Barack and I were both raised by families who didn’t have much in the way of money or material possessions but who had given us something far more valuable – their unconditional love, their unflinching sacrifice, and the chance to go places they had never imagined for themselves.
My father was a pump operator at the city water plant, and he was diagnosed with Multiple Sclerosis when my brother and I were young.
And even as a kid, I knew there were plenty of days when he was in pain…I knew there were plenty of mornings when it was a struggle for him to simply get out of bed.
But every morning, I watched my father wake up with a smile, grab his walker, prop himself up against the bathroom sink, and slowly shave and button his uniform.
And when he returned home after a long day’s work, my brother and I would stand at the top of the stairs to our little apartment, patiently waiting to greet him…watching as he reached down to lift one leg, and then the other, to slowly climb his way into our arms.
But despite these challenges, my dad hardly ever missed a day of work…he and my mom were determined to give me and my brother the kind of education they could only dream of.
And when my brother and I finally made it to college, nearly all of our tuition came from student loans and grants.
But my dad still had to pay a tiny portion of that tuition himself.
And every semester, he was determined to pay that bill right on time, even taking out loans when he fell short.
He was so proud to be sending his kids to college…and he made sure we never missed a registration deadline because his check was late.
You see, for my dad, that’s what it meant to be a man.
Like so many of us, that was the measure of his success in life – being able to earn a decent living that allowed him to support his family.
And as I got to know Barack, I realized that even though he’d grown up all the way across the country, he’d been brought up just like me.
Barack was raised by a single mother who struggled to pay the bills, and by grandparents who stepped in when she needed help.
Barack’s grandmother started out as a secretary at a community bank…and she moved quickly up the ranks…but like so many women, she hit a glass ceiling.
And for years, men no more qualified than she was – men she had actually trained – were promoted up the ladder ahead of her, earning more and more money while Barack’s family continued to scrape by.
But day after day, she kept on waking up at dawn to catch the bus…arriving at work before anyone else…giving her best without complaint or regret.
And she would often tell Barack, “So long as you kids do well, Bar, that’s all that really matters.”
Like so many American families, our families weren’t asking for much.
They didn’t begrudge anyone else’s success or care that others had much more than they did…in fact, they admired it.
They simply believed in that fundamental American promise that, even if you don’t start out with much, if you work hard and do what you’re supposed to do, then you should be able to build a decent life for yourself and an even better life for your kids and grandkids.
That’s how they raised us…that’s what we learned from their example.
We learned about dignity and decency – that how hard you work matters more than how much you make…that helping others means more than just getting ahead yourself.
We learned about honesty and integrity – that the truth matters…that you don’t take shortcuts or play by your own set of rules…and success doesn’t count unless you earn it fair and square.
We learned about gratitude and humility – that so many people had a hand in our success, from the teachers who inspired us to the janitors who kept our school clean…and we were taught to value everyone’s contribution and treat everyone with respect.
Those are the values Barack and I – and so many of you – are trying to pass on to our own children.
That’s who we are. And standing before you four years ago, I knew that I didn’t want any of that to change if Barack became President.
Well, today, after so many struggles and triumphs and moments that have tested my husband in ways I never could have imagined, I have seen firsthand that being president doesn’t change who you are – it reveals who you are.
You see, I’ve gotten to see up close and personal what being president really looks like.
And I’ve seen how the issues that come across a President’s desk are always the hard ones – the problems where no amount of data or numbers will get you to the right answer…the judgment calls where the stakes are so high, and there is no margin for error.
And as President, you can get all kinds of advice from all kinds of people.
But at the end of the day, when it comes time to make that decision, as President, all you have to guide you are your values, and your vision, and the life experiences that make you who you are.
So when it comes to rebuilding our economy, Barack is thinking about folks like my dad and like his grandmother.
He’s thinking about the pride that comes from a hard day’s work.
That’s why he signed the Lilly Ledbetter Fair Pay Act to help women get equal pay for equal work.
That’s why he cut taxes for working families and small businesses and fought to get the auto industry back on its feet.
That’s how he brought our economy from the brink of collapse to creating jobs again – jobs you can raise a family on, good jobs right here in the United States of America.
When it comes to the health of our families, Barack refused to listen to all those folks who told him to leave health reform for another day, another president.
He didn’t care whether it was the easy thing to do politically – that’s not how he was raised – he cared that it was the right thing to do.
He did it because he believes that here in America, our grandparents should be able to afford their medicine…our kids should be able to see a doctor when they’re sick…and no one in this country should ever go broke because of an accident or illness.
And he believes that women are more than capable of making our own choices about our bodies and our health care…that’s what my husband stands for.
When it comes to giving our kids the education they deserve, Barack knows that like me and like so many of you, he never could’ve attended college without financial aid.
And believe it or not, when we were first married, our combined monthly student loan bills were actually higher than our mortgage.
We were so young, so in love, and so in debt.
That’s why Barack has fought so hard to increase student aid and keep interest rates down, because he wants every young person to fulfill their promise and be able to attend college without a mountain of debt.
So in the end, for Barack, these issues aren’t political – they’re personal. Because Barack knows what it means when a family struggles.
He knows what it means to want something more for your kids and grandkids.
Barack knows the American Dream because he’s lived it…and he wants everyone in this country to have that same opportunity, no matter who we are, or where we’re from, or what we look like, or who we love.
And he believes that when you’ve worked hard, and done well, and walked through that doorway of opportunity…you do not slam it shut behind you…you reach back, and you give other folks the same chances that helped you succeed.
So when people ask me whether being in the White House has changed my husband, I can honestly say that when it comes to his character, and his convictions, and his heart, Barack Obama is still the same man I fell in love with all those years ago.
He’s the same man who started his career by turning down high paying jobs and instead working in struggling neighborhoods where a steel plant had shut down, fighting to rebuild those communities and get folks back to work…because for Barack, success isn’t about how much money you make, it’s about the difference you make in people’s lives.
He’s the same man who, when our girls were first born, would anxiously check their cribs every few minutes to ensure they were still breathing, proudly showing them off to everyone we knew.
That’s the man who sits down with me and our girls for dinner nearly every night, patiently answering their questions about issues in the news, and strategizing about middle school friendships.
That’s the man I see in those quiet moments late at night, hunched over his desk, poring over the letters people have sent him.
The letter from the father struggling to pay his bills…from the woman dying of cancer whose insurance company won’t cover her care…from the young person with so much promise but so few opportunities.
I see the concern in his eyes…and I hear the determination in his voice as he tells me, “You won’t believe what these folks are going through, Michelle…it’s not right.
We’ve got to keep working to fix this. We’ve got so much more to do.”
I see how those stories – our collection of struggles and hopes and dreams – I see how that’s what drives Barack Obama every single day.
And I didn’t think it was possible, but today, I love my husband even more than I did four years ago…even more than I did 23 years ago, when we first met.
I love that he’s never forgotten how he started. I love that we can trust Barack to do what he says he’s going to do, even when it’s hard – especially when it’s hard.
I love that for Barack, there is no such thing as “us” and “them” – he doesn’t care whether you’re a Democrat, a Republican, or none of the above…he knows that we all love our country…and he’s always ready to listen to good ideas…he’s always looking for the very best in everyone he meets.
And I love that even in the toughest moments, when we’re all sweating it – when we’re worried that the bill won’t pass, and it seems like all is lost – Barack never lets himself get distracted by the chatter and the noise.
Just like his grandmother, he just keeps getting up and moving forward…with patience and wisdom, and courage and grace.
And he reminds me that we are playing a long game here…and that change is hard, and change is slow, and it never happens all at once.
But eventually we get there, we always do.
We get there because of folks like my Dad…folks like Barack’s grandmother…men and women who said to themselves, “I may not have a chance to fulfill my dreams, but maybe my children will…maybe my grandchildren will.”
So many of us stand here tonight because of their sacrifice, and longing, and steadfast love…because time and again, they swallowed their fears and doubts and did what was hard.
So today, when the challenges we face start to seem overwhelming – or even impossible – let us never forget that doing the impossible is the history of this nation…it’s who we are as Americans…it’s how this country was built.
And if our parents and grandparents could toil and struggle for us…if they could raise beams of steel to the sky, send a man to the moon, and connect the world with the touch of a button…then surely we can keep on sacrificing and building for our own kids and grandkids.
And if so many brave men and women could wear our country’s uniform and sacrifice their lives for our most fundamental rights…then surely we can do our part as citizens of this great democracy to exercise those rights…surely, we can get to the polls and make our voices heard on Election Day.
If farmers and blacksmiths could win independence from an empire…if immigrants could leave behind everything they knew for a better life on our shores…if women could be dragged to jail for seeking the vote…if a generation could defeat a depression, and define greatness for all time…if a young preacher could lift us to the mountaintop with his righteous dream…and if proud Americans can be who they are and boldly stand at the altar with who they love then surely, surely we can give everyone in this country a fair chance at that great American Dream.
Because in the end, more than anything else, that is the story of this country – the story of unwavering hope grounded in unyielding struggle.
That is what has made my story, and Barack’s story, and so many other American stories possible.
And I say all of this tonight not just as First Lady…and not just as a wife.
You see, at the end of the day, my most important title is still “mom-in-chief.”
My daughters are still the heart of my heart and the center of my world.
But today, I have none of those worries from four years ago about whether Barack and I were doing what’s best for our girls.
Because today, I know from experience that if I truly want to leave a better world for my daughters, and all our sons and daughters…if we want to give all our children a foundation for their dreams and opportunities worthy of their promise…if we want to give them that sense of limitless possibility – that belief that here in America, there is always something better out there if you’re willing to work for it…then we must work like never before…and we must once again come together and stand together for the man we can trust to keep moving this great country forward…my husband, our President, President Barack Obama.

tarehe 6 Agosti, 2012 ambalo pamoja na mambo mengine liliagiza wizara
husika kupitia upya sheria hiyo na kuishauri serikali ipasavyo kuhusu fao
la kujitoa.
Katika kutekeleza agizo hilo, Wizara ya Kazi na Ajira imeunda kamati ya
wataalamu kutoka sekta ya hifadhi ya jamii kupitia sheria hiyo na kuishauri
serikali ipasavyo katika kutekeleza majukumu yako. Kamati itatembelea wadau
wa sekta mbalimbali kwa lengo la kukusanya maoni.
Ukiwa mmoja wa wadau wa Sekta ya Hifadhi ya Jamii, unaombwa kuteua
wawakilishi wafuatao;
a) Idara ya Utumishi na Rasilimali Watu (1)
b) Wachimba Migodi (1)
c) Chama cha Wafanyakazi (TAMICO) (1)
Kamati inaomba kukutana na wawakilishi waliotajwa hapo juu tarehe 6
Septemba, 2012 saa 4.00 asubuhi katika ukumbi wa NSSF, Mwanza.

Vimwana 14 wanaotarajiwa kupanda jukwaani kuwania umalkia wa Kanda ya Manispaa ya Ilala, Redds Miss Ilala 2012, kati yao 12 wiki iliyopita walishindana kwenye kategoria ya kipaji ambapo watano kati yao walitinga hatua ya fainali, ambayo itamaliziwa siku ya shindano lenyewe Ijumaa.
Katika kinyanganyiro hicho mrembo Mary Chizi alikuwa kivutio zaidi kwa jinsi alivyoonesha umahiri wake wa wepesi wa kujivingirisha mwili huku Mectilda Martin akipagawisha ukumbi mzima kwa kurap na huku akiwa ametinga mavazi yanayotumiwa na wasanii wa miondoko hiyo.
Magdalena Munisi hakuwa nyuma katika kumwigiza mwanamuziki nyota wa Marekani, Ciara, kwa umahiri wake wa kulitumia jukwaa, lakini kubwa kuliko ilikuwa ni mrembo Amina Sangawe ambaye alibuni nguo kwa kutumia vipande viwili vya khanga ambapo aliliunganisha jukwaani kupitia pini na kumvisha mmrembo mwenzake. Stella Moris kwa upande wake alionesha ukali kwa kuimba.
Warembo hao, wamekuwa wakijifua kwa takriban wiki nne sasa chini ya wakufunzi, Slyvia Mashuda ambaye ni Miss Tanzania namba mbili mwaka 2008 na Miss Ilala wa mwaka huo, na Neema Mbuya na Dickson Daudi wa THT katika shoo.
Miss Ilala, yenye rekodi ya kutoa warembo wanne waliotwaa taji la Miss Tanzania kuanzia mwaka 1999, (Hoyce Temu), 2000 (Jacquline Ntuyabaliwe aka Klyn), 2002 (Angela Damas Mutalimwa) na Salha Israel anayeshikilia taji hilo kwa sasa, imepania kuendeleza rekodi yake nzuri mwaka huu.
Miss Ilala inahusisha warembo kutoka vitongoji vya Dar City Center, Tabata na Ukonga na inadhaminiwa na City Sports Lounge, Redd's Premmium Cold, Uhuru One, Dodoma Wine, Nyumbani Lounge, gazeti la Jambo Leo, 100.5 Times FM, Redio ya watu 88.4 Cloud's FM na Amaya Saloon.
Mbali ya walioingia tano bora katika vipaji, warembo wengine wanaoshiriki shindano hilo ni pamoja na Mary Chizi, Matilda Martin, Magdalena Munisi, Suzan Deodatus, Whitness Michael, Stella Moris na Elizaberth Pertty.
